San Francisco is located on a shelf across from Oakland. Ferry service between the two is provided by a pop up section that is raised when the ferry comes in! The car movement program only sends cars out of San Francisco to the Oakland yard so the ferry can come in at the end of a session and not affect outbound trains from Oakland.  Also there are captured cars in San Francisco that never leave town to provide an additional job for out of town groups.
